Fun, but almost certainly some sort of spoof - possibly a comment on the end of Prohibition in 1933? Note the signature - Tousey. Sanford Tousey was an American freelance cartoonist whose work, which often featured cars, appeared in lots of magazines - including Ballyhoo, Collier’s, Harper’s, Judge, Liberty, Life, Puck, The Saturday Evening Post and Scribner’s - in the early part of the 20th century. He later had another successful career as a children's author.
