In Western Australia you can license concessionally which means that you can only use for club events and testing, you pay a much reduced fee but the license (plates)is non-transferable. Alternatively you can license fully, no restrictions on use or transfer. When you first license any vehicle and plates are issued it is inspected - thereafter no annual "MOT" inspection. Different rules apply in other States, I think WA is the most liberal.
