The above picture seems to have been taken at the same time as the newspaper picture.
Chris, were you able to make contact with the Wolveridge family?

Unfortunately my request (via Linkedin) to Michael Wolveridge did not generate a response, so I'm no further forward. Small snippets turn up from time to time including this image which I hadn't seen previously. This shot certainly looks staged whereas the previously published street level images clearly show litter on the pavement etc. My belief is that the earlier images of them setting off were taken outside of the Shell HQ which was located at the top of Kingsway in London at that time, pre-dating the company's relocation to their new iconic art deco head office building in The Strand.
